Dues and Payments

HOA dues and Parking dues are two separate payments that are made to the HOA or R&T Holdings LLC. More information on parking dues can be found in the Parking FAQ section.

A) HOA dues are $300/year for an improved lot.  Improved lot being any lot that has had improvements to increase value of lot (e.g., permanent structure on lot, pilings only on lot, fence, etc.).  Improved lot does not include misc. small structures (flower beds, children’s playground equipment, etc.).  Board of Directors will have final determination on what is an improved lot.

B) $300/year if only one lot is owned (improved or unimproved)

C) $150/year for all unimproved lots after satisfying items A and B above.

D) No dues for lots 13, 18, 19, 22, 27, 28, 31, 36, 37, 40, 45, 46, 49, 54, 55, 58, 63, 64, 67, 72, 73, 76, 81, 82, 85, 90, 91, 94, 99, 100, 103,  108, 109, 112, 117, 118, 121, 126, 127, 130, 135, 136, 139, 144, 145 and 148 here after referred to as Swamp Lots after satisfying item A and B above.

Annual dues are due on January 1st for the upcoming year. Invoices are sent out via mail by December 1st of the previous year. For example, invoices for 2024 dues will be sent out on Dec 1st, 2023 and will be due January 1st, 2024.

Dues should be mailed to Three Rivers Island HOA, 21016 Diversion Canal Road, St. Amant LA 70774 with a check written out to Three Rivers Island HOA.

Email 3rihoa@gmail.com requesting if check has been received.  Please put name, check #, and your physical address in the email body and type “check received question” in the subject line. 

You should email 3rihoa@gmail.com as soon as possible. Liens will be placed against homes that are not current with dues. The lien means the homeowner cannot sell or refinance their home until the outstanding balance is paid in full.

Maintenance

Most of the Island’s common areas are maintained by volunteer community members. This includes things like moving grass, picking up limbs, etc. Major maintenance work is contracted out.

A pool maintenance company comes on site weekly to adjust pool chemicals and assess the area. Community members are responsible for keeping the area clean an picking up after themselves after enjoying the area.

This road is in very obvious disrepair. This is a private road and NOT a Livingston Parish road. It is not owned by Three Rivers Island, and therefore is not maintained by the HOA.  All repair to date has been funded by donations of people living on the road and some from the Island.  There is a current proposal for Ascension Parish to accept ownership of the road.

Community work days are days which community members volunteer their time to perform small maintenance and beautification items on the Island. These days are scheduled twice a year and are not mandatory; however, we encourage all to attend.

You can donate materials to help with these projects. To find out what is needed, you can email 3rihoa@gmail.com. You can also make monetary donations to help with specific projects. This is not mandatory and any money donated or spent on materials will not go towards annual HOA dues. However, it will be much appreciated! A little bit can go a long way.

Your HOA dues cover the cost of garbage pickup. The two dumpsters located at the end of the Three Rivers Island Parking lot are for Island use only. Do NOT use the dumpsters located near Lagniappe and Tiger Hut restaurant. Please only deposit household trash items into the dumpster and dispose of large items elsewhere.

Both REV and Cox offer high speed internet access on the Island.

To volunteer to be a non-elected member of the HOA, send an email to 3rihoa@gmail.com. These Ad-hoc members help as needed with various tasks throughout the year.

Architecture

Until an Architectural Committee is put into place the HOA board will handle all construction request approvals. Please fill out the Architectural Board Review Form and email your construction request to 3RIHOA@gmail.com. Requests should include the below information.

  1. Detailed description of what is to built/renovated.
  2. Drawing of construction/renovation including specifics on all exterior material to be used and plot plan
  3. If exterior addition/renovation a copy of letter being sent to neighbors for approval
  4. Start date and end date of construction
  1. All modifications, revisions and new construction to existing buildings.
  2. All exterior modifications, revisions and new construction including but not limited to gazebos, cabanas, decks, swing sets, docks, etc.

Parking

The parking lot is not maintained by the Three Rivers Island HOA. The company that maintains the parking area is R&T Holdings LLC.

  • Open Area Parking – $300/year per lot per vehicle.
  • Covered Parking – $900/year per lot per vehicle. There is currently a waiting list for covered parking.

Parking lot dues are due on Jan 1st for that year.  (e.g., dues due 1/1/2023 are for year 2023). Invoices will be mailed out by December 15th. New property owners should contact R&T Holdings to be sure they have the correct contact information.

  • No trailers, boats, jet skis, etc. allowed in parking lot.
    • Short term parking for trailers, boats, jet skis, etc. is allowed outside of the parking lot on grass between the fence and the road.
  • No storage of vehicles other than golf carts.
  • No reserved spaces in open area parking. Parking should be straight in towards the fences. No angle parking with golf carts to reserve parking space.
  • Parking is not secured, and parking is at your own risk.
  • Non-conformance with these rules can result in your vehicle being towed.
